BLC CIVIC PLAZA MURAL - General Project Information
The BLC Civic Plaza is a transformative public space located at the Wayne K. Curry Administration Building in Largo, Maryland, developed as a central element of the Prince George’s County Blue Line Corridor (BLC) initiative. Envisioned as a vibrant civic hub, the plaza is designed to reflect community identity, activate underutilized areas, and serve as a signature destination for residents and visitors alike.
The mural will be installed on all four sides of a pre-designed storage unit, which will be built at the same time. The mural will be visible from multiple angles, including pedestrian pathways and vehicles approaching from McCormick Drive and Lottsford Road.
This opportunity aligns with priorities established through extensive stakeholder engagement of the Blue Line Corridor Placemaking Initiative, which emphasized public art, family-friendly experiences, and civic identity.
The Prince George’s Arts and Humanities Council (PGAHC) invites qualified local muralists or mural teams to submit qualifications for the design and execution of a public installation on all four exterior walls of a newly constructed storage structure at BLC Civic Plaza in Largo, Maryland. This initiative is part of a broader public art vision to enhance placemaking and community engagement through visual storytelling.
DESIGN VALUES
- Visual Impact: The mural should present a bold, vibrant, and cohesive design that enhances the visual identity of BLC Civic Plaza.
- Contextual Relevance: Artwork should reflect community values, culture, and the dynamic civic life of Prince George’s County.
- All-Ages Appeal: The mural should resonate with multigenerational audiences and encourage interaction or reflection.
- Placemaking: Design should contribute to the site’s role as a community hub for events, festivals, and public gatherings.
Structure Dimensions:
- Front & Back: 10'-8" Width x 24'-8" Length
- Sides: 10’-8” Width x 12' - 7 ¾” Length
- Material: CMU building material (walls) & metal (doors)
- Surfaces: Four sides including a set of metal double doors (integrate creatively)
- Site Lighting: Linear LED lighting on all elevations

ARTIST ELIGIBILITY
- Local professional artists and design teams with direct experience with large mural concepts.
- Candidates must demonstrate collaborative project experience working with other design professionals (engineers, architects, curators, and landscape architects).
PROJECT BUDGET $50,000 USD
Project budget includes artist design fees, materials, fabrication, installation, travel, and any other project expense.
SELECTION PROCESS & CRITERIA
- After the submission deadline, Prince George’s County Arts and Humanities public art staff will convene a Project Art Advisory Committee composed of Community Stakeholders, artist/design professionals, and project team members including the Maryland Stadium Authority.
- The Project Art Advisory Committee will screen submissions and decide on the final contract award.
